Jeffrey Starr serves on our Film Advisory Board. Dr. Starr has more than 20 years of experience in the national security and intelligence fields.
He previously served as the Department of Defense’s Senior Advisor for Combating Terrorism and Deputy Assistant Secretary of Defense for Russia, Ukraine, and Eurasia, where he negotiated Russian and Uzbekistan cooperation for the post-9/11 Operation Enduring Freedom war in Afghanistan. Dr. Starr’s career has largely focused on counterterrorism, threat finance, intelligence, US security relations with the former Soviet republics, arms control, and pre-emptive acquisition field activities to combat arms proliferation. He received a Presidential citation for leading Operation Sapphire, which removed approximately 25 nuclear weapons’ worth of highly enriched uranium and nuclear weapons-capable Soviet fighter aircraft from the international marketplace in 1994. Also an expert in the area of bioweapons, Dr. Starr designed the US government’s plan to dismantle an illegal biological weapons production facility in the former Soviet Union and recently reviewed Department of Defense initiatives to secure biological agent storage sites in the former Soviet Union.
Dr. Starr currently serves as managing partner of Neo Prime Solutions, Inc., an advanced analytics and cyber security firm, and holds a position on the Secretary of Defense’s Threat Reduction Advisory Committee. He holds a PhD in international relations with a concentration in applied mathematical modeling from MIT and a BS in mathematics from the University of Illinois with a minor in microbiology.arcu.
