Before joining McLarty Associates, he served as the deputy chief economist of China Overseas Engineering Group Corporation. As a pioneer and explorer in infrastructure industry after China’s reform and opening-up, since 1982, he has practiced more than three decades in the development and management of international infrastructure collaboration contracts, and held senior positions in China Railway Engineering Corporation, China Overseas Engineering Group Corporation, and China Railway Construction Corporation for their Asia, Africa, Europe, and American regional offices. He possesses extensive expertise and experiences in strategic development, operation, branding, execution, risk assessment, and crisis management for international infrastructure collaboration contracts.
Mr. Yang also served as the diplomat for a Chinese company in Ghana. He has a broad network and holds a keen sense within the central ministries and state-owned enterprises, and is currently coaching the management level officers from state-owned enterprises on infrastructure and civil engineering projects located in Asia, Africa, South Pacific, and Central and Eastern Europe. Mr. Yang holds a bachelor degree in English, and was granted the senior international business engineer and senior economist by Chinese Ministry of Commerce (previous MOFCOM).
