Nabil Ali Alyousuf, Senior Advisor, is a member of our MENA & Arabian Gulf practice. He is the Chairman of Nabil Alyousuf & Associates.
He previously served as the Director General of The Executive Office of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, the Ruler of Dubai.
Throughout his career, Mr. Alyousuf has focused on developing a wide range of policies that aim to improve the economic and social environments in Dubai. He served as Coordinator General of the Dubai Government Excellence Program, which develops performance in government through granting awards for excellence. He also introduced the key performance indicators (KPI) system and reinforced accountability in the public sector. Mr. Alyousuf was instrumental to developing the new structure of the Dubai Government, reorganizing it into two types of institutions: those specializing in policy making, and those specializing in service delivery. In addition, he also worked on updating the Human Resources Law in the Emirate of Dubai. Mr. Alyousuf also led the team that worked on developing Dubai Strategy 2015, covering five main sectors: economic development, community development, infrastructure, security and justice, and government excellence.
Mr. Alyousuf helped to established the Dubai School of Government, the leading Public Policy institution in the Arab World, in collaboration with Harvard’s John F. Kennedy School of Government. In addition, he led the establishment of Mohammed Bin Rashid Al Maktoum Foundation with a $10 billion endowment, the Dubai Institute for Human Resources Development, the Emirates National Development Program, and the Mohammed Bin Rashid Program for Leadership Development.
Mr. Alyousuf has a B.S. in Industrial Engineering from the University of Arizona (USA), an M.S. in Operations Research from the Georgia Institute of Technology (USA), and an MBA from the University of Strathclyde (UK).
